​​Title II of the ADA covers state and local government, and state and local organizations on public lands are independently liable for ensuring appropriate accommodations are in place for individuals with disabilities. The State ADA Office works with these entities on an individual basis to provide guidance as issues arise, but does not have the authority to implement permanent procedures or practices for any public agency. Any individual who experiences problems accessing state programs, services, or facilities because of a disability is encouraged to file a complaint with the public agency directly, the U.S. Dept. of Justice, or one of the many advocate organizations found here: https://ada.wv.gov/links/Pages/StateOrganizations.aspx.
